Do turtles need to live in water?

totally depends on kind of turtle talking about.

many turtles require both land , water set ups example; red ear sliders, yellow belly's, river turtles , there many more.

there many require land shallow pond soaking in occasional playtime in bath tub example; box turtles etc.

there tortoises , not turtles @ , ones need land available drinking water example; desert tortoise etc.
