Why is my new parakeet closes its eyes too much and being inactive?

have got new parakeet 2 days ago has being inactive , closes eyes much. see little feathers @ bottom of cage. , parakeet shaking hard when finger gets near it. shaking when sleeping too. sleeps 12:00 night, , staying in spot day long. please tell me wrong ！
