What's wrong with my 98 mustang cobra?

if disconnected/modified gauge cluster put car pats mode, stands passive anti theft system. check link below more info. theft system has reprogrammed @ ford dealership. heard takes 1/2h cost $125.00. bring keys , fobs.

i rebuilt motor 98 mustang cobra , won't start. theft light keeps blinking fast , there's no power fuel pump. double checked under hood , seems in place. can give me advice on what's wrong or can do? thanks!
