"Partially blind" money scam at stores.?

having problem @ uncle's store old black lady claiming "legally partially blind." buy small bill of 5 dollars or larger. when given change, starts asking make change again. bills swapped on counter many times because "legally partially blind." uncle says lost in transaction , noticed lost x amount of dollars when counts sales , compare whats in register , recorded in atm/debit/credit card machine. watched camera , noticed stole $15 dollars last time when doing money changing thing.

also, when walks out...she goes car passenger , drives off...funny thought. why didn't passenger come out , watch payment @ counter make sure isn't getting ripped off...

wants tell no longer welcome if ever comes in again. however, fears kind of discrimination towards minority or handicap.

*does partially blind person kind of thing make sure right bill or getting scammed? how partially blind person see correct bill? think can see it...maybe made mistake? (have on camera 3 times cheating)
