Advise needed re claiming income support?

grandson, age 18 years lives girlfriend in rented flat. works apprentice earning £120 week (37.5 hrs) @ college 3 days week , getting no income whatsoever. has tried claim income support has told has been denied financial due working full time. daft thing if gave college , went on job seekers allowance, £56 + week , housing benefit , council tax benefit, not make sense me, trying qualification job , yet can no support herself next 8 months left @ college , grandson cannot afford support longer. advise gratefully received...
