How come after seven years of practice, I have improved upon everything but drawing hands.?

have 4 sketchbooks full of hands, , horrible, fingers small or big, palms small wrist or vice. seems if make hands top priority, never improve.that goes feet too. can draw faces scary extent, torsos, hair, limbs, cant hands , feet, have put @ least half of effort in 7 years of practice have them still bad when eight.
