Does keeping your Thermostat set lowduring winter save heating oil?

not really, when wind pics , cools exterior of home off inside starts cool
keeping heat @ low temp inside bad also, every thing cools off, not air,
of furniture cools off , when heat comes on has reheat every thing,
car takes more gas warm keep there.
keep our building @ 72 24/7

we have oil boiler , right have thermostat set 63. if raise temp 65 or 66 use alot more oil. live in northeast , heating oil $3.65 gallon. trying save can.
