Why don't the United Nations universalize solar power/energy?

my, my, quite naive aren't you. think mandate how should act. no 1 powerful , not agree or abide such decision.

let's wave magic wand. first fossil fuels solar energy captured photosynthesis millions of years ago , stored chemically. aside that, let's switched fossil fuels solar panels. technically, done, use solar energy synthesize gasoline , diesel co2 , h2o, we've done cr5 @ sandia labs sunlight petro project. cost of solar power of 2007 38 cents kwh while cost of coal power 0.6 cents per kwh, that's increase of 6,333%. imagine if family's energy cost went much, instead of hot shower, have drop of hot water, have second cook food , moment of warmth furnace. companies rely on energy produce goods , services, if costs went much, still in business? how think family there no jobs?

can't mandate change , rapid changes have devastating effects, how different change be? consequences of such change? it's childish thing believe simple change can fix world's problems , has felt @ point in life, experience teaches otherwise.

(or @ least government out there?)
