Should I change my thermostat settings?

more efficient (and cost effective) set thermostat low during day when nobody home, have heat in evening when we're home, , lower again @ night... or better keep @ standard temperature? @ lower 68, i'm cold , need blankets push 70. have new , efficient boiler radiator heating.

thermostat set automatically fall down 60 (though doesn't cold yet).

people it's more efficient keep temperature settings stable around clock.

i've heard same thing central a/c: people it's better turn off (or set temperature high) during day, , on again when need it. others it's better keep temperature constant.

what's true?
