Why do homeless people remain being homeless when they can get out and find a job and such?

know problem big deal in usa here in new zealand poor people can money off government , go on dole don't need pay back. went big city in nz while ago , remember seeing homeless lady blanket sitting outside shop. hugely confused because extent here in nz have either extremely lazy , job or there has sort of serious mental condition stop applying dole , renting house? don't understand why homeless people can't themselves? why don't go , apply job @ mcdonald's or instead of waiting things come them don't understand.
