no. can not buy pass use carpool lane (hov lanes) however, few specific models of hybrid/electric cars , such toyota prius, or chevrolet volt, qualify cav (clean air vehicle) decal allows single occupant use hov lanes.

addendum: mark, you're confusing carpool lanes tastrack toll lanes. they're 2 different things, can have "thumbs down" back! tastrack transponders don't work in carpool lanes.
