Battery holds charge but does not work?

have been having trouble battery drill 24v dewalt sds, ive purchased new 1 have newer battery spare, problem charges great on new charger 27v whilst charging, holds charge 26v no problems when tested multimeter. problem though have 26v on terminals battery not operate drill or drill have tried.
have opened , there slight corrosion cannot understand why holding charge not operate drill.#
in advance can help.
