What's it like living on the border of another country in Europe that speaks a different language?

languages tend "bleed" across borders. communities in these areas have working knowledge of other languages or speak language of neighbouring country primary language.

example, in southern switzerland speak italian; many northern italian communities speak form of german. many slovenians understand italian. scattered far north-eastern communities in usa speak french. southern brazilian communities know spanish, etc...

potential bi- or tri- lingualism in these areas higher in communities deep inside country's borders.

is bilingual? tv other country? bilingual signs?
