2 turtles are two small for tank. Turtle alert!!?

i've have 2 painted sliders more 2 years in same tank got them in baby's. feel bad because can't afford bigger tank them. it's supposed 10 gallons per inch per turtle. each turtle bigger 6 inches in 20 gallon tank. should give them local pets mart or local park? size of tank damage health? know when older , sexually mature, need larger tank because 1 male , 1 female.
