Sandy: Couldn't something have been done?

recently, ny hit badly sandy. caused massive damage ny , made people homeless.

however, couldn't have been done prevent it? doesn't have high tech prevent sandy doing damage ny or @ least minimize it?

why still helpless these things? doesn't have advanced technology in world? after all, has n bombs. likewise, had sent man moon. first country in world develop transistor ic changed history. yet, when comes these, helpless.
