there special "rubbery" ( not) type of mesh/woven etc under layment put under rug stop scooting.
comes in many sizes know rug size , can cut fit using scissors.
type rug on carpet.
leaves no residue ( double sided tape can).
washable , when loses "tackiness" toss in washed , new.

so have big area rug in middle of living room , keeps rolling , sliding around how make stay in 1 place. nothing permanent because rent. , on carpet.
