How to install rectified tile?

have installer, whom seems doing wrong. can't find website explains how install tile way doing it. can tell me if sounds correct?
first puts mortar on bare cement floor, put down "versa-bond" or bonding agent.. , puts more mortar on tile , lays down.. sound right you?
