Why doesn't everyone pay an equal tax percentage regardless of income?

reason people tend feel it's more fair place heavier burden on rich, since have more money, use flat tax on all.

may right poor people don't pay enough taxes -- in us, half of households pay 0 income tax , quite few profit tax code various tax credits , "refunds" -- try getting political support idea.

based on logic of raising taxes on "rich" "poor" don't contribute enough, tax percentages should raised higher else's.
