Budgie Question? Please help, :)?

hi :)
have 2 budgies, greenish yellowish male , white, blue belly female. there year old.
irresistible. feed each other,sing together,swing together, stay , sleep on same perch, groom each other, touch beaks often, preen each other's head , cheek feathers...so im trying never leave each others side, there 24/7.
seem in love, , went vet , said ready mate because little on year now. bought them breeding box...and still nothing. why dont mate? scared, not know "mating" is? should give them time, or should concerned? friend has budgies, same age ours , mate, why dont mine do?
