Stopping a large room being so cold!?

bedroom big , not cluttered, year round absolutely freezing!
have large bay window on front wall , house detached, 2 of walls outside facing. there double glazing 1 of larger panes has large crack on outer pane of glass, landlord has refuse fixed numerous times, despite being cracked when moved in!
radiator below window, i'm guessing not lot of heat circulating..
anyway, it's winter , unbearably cold in here.. there way can warm room cost effectively?
(i assume window plays big part, landord stubborn it, assume won't fixed time soon...)
