What is a cheap and easy way to provide good water to a floating city?

"preserve water", take have source water in floating city , looking way "preserve" water have collected. if indeed case, weight of water, 8.34 pounds per gallon, same water keeping city float create bladder expand water added in middle of city. bladder extend down ocean, lake, or ever body of water keeping city float, water balloon, used throw @ each other when young. explaining no more.

i need way preserve water our floating city. ideas? make sense?
