Are we simply consumers or is there a growing need for Fair Trade policies domestically ?


i'm not understanding question clearly, i'll answer current interpretation. both consumers , producers can promote fair trade policies. consumers can change preferences fair trade products , induce firms accommodate such new preferences. alternatively, producers can increase or decrease purchase of fair trade products , market level of purchases consumers token of philanthropy. (i hope answers first part of question, "are consumers").

in regards second part, suppose need fair trade policies depend on number of destitute workers in developing countries. destitute workers, mean workers earn low wages, hardly enough sustain , families basic needs of food, shelter, health care, education, etc. in respect, mean level of promotion of fair trade policies should hinge on number of people , level of need of people.
moreover, reason increase fair trade policies can arise increase in preferences of citizens (two named in first paragraph) on effects of fair trade policies. is, recent works (media, books, newspaper, etc.) may reveal critical need of fair trade policies tool assist third world countries moral issue. such promotion inform citizens , hike interest in fair trade policies, vote officials advocate them or buy products fair trade products. (i hope answers "growing need fair trade policies" portion of question)
