Why doesn't my internet run as fast as it says it does?

depends on time of day, downloading [us example 6,000 miles away] how busy isp servers , how busy servers downloading from.

speed test, done on nearest server less 50 miles away are.

go , local 1 , go , ping servers in california [la ones] , you'll see difference , mean.

i tested speed on speedtest.net , says speed @ 20mbps when i'm downloading, max speed exceeds 1.5mbps, no higher.
