Can anyone help with a computer issue?

lately, computer has been acting strangely. when boot up, log in , cant seem programs open or respond. way test right-clicking mouse. if menu shows up, know computer working. if not, means not respond , try rebooting it.
have looked issues , i've read, hardware problem. have verified this, can boot fine, 100% success safe mode (that's i'm doing now, actually). problem hardware read says can fixed reseating hardware in machine. have done this, , still hasn't been fixed. furthermore, i've read can 1 of 2 things. it's either graphics card, or processor. if processor, able boot fine safe mode? in other words, think graphics card dying, how fix issue?

p.s. running scan viruses write this, make sure.
