yes, can. problems encounter more expensive sort out profit make. let's buy in ny. stock clear through dtc , held, in new york. sell in germany. if german buyer, or european (most likely) want stock in europe (i don't know maybe euroclear or something). therefore have transfer stock new york settlement/depository. cost money (and time). settlement delay cost well!
if done , there price difference done (and negate price difference)

for example apple traded in frankfurt , new york. can buy apple shares in fra. , sell in ny or vice versa if price different?
