Can the runway be long enough that you can stop after V1, or to short that you can't stop before V1?

meaning if v1 not support rejected takeoff , stopping within runway available, screwed mission planning , should expect faa / national aviation authority inspection.
value of v1 changes atmospheric characteristics performance of aircraft , loading. braking action on runway has calculation, too.

i kinda never understood v1 speed. it's supposed speed @ can't commit rejected takeoff because ran out of runway.
