refer law of conservation of matter - matter can not created nor destroyed. i'm not sure how propose "make" water, need start constituents of water - hydrogen , oxygen.

disagree other answers suggest water can not created hydrogen , oxygen. in fact, opposite true. hydrogen burn in presence of oxygen (or atmosphere) produce nothing water , heat. if can show me hydrogen, i'll show water.

disagree statement there shortage of water. depends on how "shortage" defined, , making measurement. people in new york did not have shortage of water few weeks ago in aftermath of hurricane sandy. however, if trying grow crops in middle of desert, yes there shortage of water @ location.
