How long does it take to become a fluent english speaker?

have learned english since i'm 5,(i'm 14) i'm considered in class native speaker, i'm watching bbc channel, listening absolute radio,but want improve english more , more!!... can become fluent speaker without living in england or states?
people have been london couple of months , came perfect english...
have tips increase vocabulary ?
