Should I travel before, during, or after college?

twin sister , have wanted go italy together, , i'm torn on when best time plan go. should go before college(can't rent car or hotel? less money college? idk) during college, aka studying abroad (expensive? stay there longer?) or after college (less chance of going after career? btw still young anyways 24-28 if choose this) 1 practical? thanks! :)
