The Keyboard and mouse is frozen, what should i do?!?

have toshiba laptop im not sure version. if close laptop goes login screen when reopen later on. time when opened there dark blue screen white words. read restarting computer , eraseing memory, panicked abd pressed power button till screen went black , shut off. when turn on can't use keyboard or touch mouse. need because gotta use school in hour , im not call 'computer nerd' dont know im doing! please please help!
