Why is it the same time in Spain and Norway when the UK is in the middle of both countries?

if @ map, see part of spain lies east of greenwich meridian , norway lies way east of meridian. time zones extend half hour each side of meridian, norway partly included in utc+0.

reason why of western/central europe in timezone utc+1 many of countries straddle zone, including germany, france, scandinavia, italy, switzerland, austria, poland , of balkan. due travel, trade , other business makes sense have countries in same timezone, creating central european timezone. spain chose join due convenience, since of it's neighbors , trading partners joined.
