702.27a cycling activated ability functions while card cycling in player's hand. "cycling [cost]" means "[cost], discard card: draw card."

702.27b although cycling ability can activated if card in player's hand, continues exist while object on battlefield , in other zones. therefore objects cycling affected effects depend on objects having 1 or more activated abilities.

702.27c cards cycling have abilities trigger when they're cycled. "when cycle [this card]" means "when discard [this card] pay cycling cost." these abilities trigger whatever zone card winds in after it's cycled.
