Ebay..shipping... packaging...USPS...damage?

bought 50 glass jars ebay $18 , paid $16 shipping. totaling $34. package arrived today on front porch, box no long has corners , bowed, small of box well, 1 of flimsy white ones. on box sticker or handwritten "fragile" or "glass". on front porch shards of glass everywhere... not large pieces (those still in unopened box). can tell packaging sellers fault "improper packaging", i've contacted seller , waiting on response, however, she/he has "claim" (for lack of better word) not accept returns or exchanges. i've seen other sellers "claim" 'are not responsible items damaged in shipping. how can if packaging improper, i.e 1 layer of newspaper on top of these glass jars? (not saying how package packaged, example). have not opened package yet, told @ post office while taking pictures evidence , witness. if research usps insurance not cover improper packaging sellers behalf, not refunded, turn me away in heartbeat.
