Why can't I downlad a game I bought of Google Play?

hi guys, bought 'world of goo' android phone. after accessing google play phone, bought game using prepaid credit had on phone. after this, received email confirming transaction receipt google play store. however, game wouldn't download. instead, got error message when ever attempted download (error 491). did searching, , found attempted fix buy deleting cache , clearing data google play app. now, according app never bought game , can't refund (this option before deleted data, gives me option buy game). option have option buy game , whenever tells me "error retrieving information server [bm-pp-14}". do now? can contact anyone? still have receipt. can me out?
