technically can, wouldn't. artists assume presence of art being made available through name enough of copyright. have seen numerous times has 'taken' artists hard work , used personal, artist in arms.

safest ask artist first, depending on intend use for, or how emotional artist is, find threat of lawsuit if they're not consulted.

i wondering this. ok use pic deviantart when there isn't copyright on pic?
