How to tackle google penguin algorithmic penalty?

website ranking went down end of april, have 1200 plus visitors on 24 april 2012 , on 25 april it's fall down on 400 somthing.
asked told me remove bad , spammy links. have removed spammy links didn't result yet.. keywords lost ranking have 58 visitors daily.. please give me sugesstion need do. should need use google disavow tool or not?
