Do you have to use Google AdWords to get your site appearing in the top 10 or even top 20 hits ?

ask beacuse in past - few yeras ago, when io made sites - didnt use google adwords yet saw site appear #8 ranking, top 10.

did use company flagship product build site @ time though - , im thinking may have incporated meta data or w/e call it, allow pages found.


question - can bypass google adwords altogether (meaning not use them) , use other means make pages/site easier find on web ??

need found on teh web thats all.
