Why does my torrent speed only work good at night time?

ok thank computer handy responds... bothering me..
tried googling answer find out more wasn't sure if situation applied elsewhere give details

ok here goes..

connected wirelessly neighbors router (next room on apartment- said use free , supposely cable don't know )

during day when wake .. torrent speed average torrent .01 kb/s - 5 kb/s 20+ seeds

doesn't connect other peers , when stays low.. downloaded 10 mb in past 8 hours 1 torrent example

if torrent popular speed 20 kb/s download , afterawhile kind of got happy sad being slow
, upload speed slower

@ night time.. approx 1 on 9 out of 10 nights download speed went 100-350 kb/s per torrent suprised me .. 1 night didn't internet down
maybe around 8-9 goes slower 50 kb/s until 10-11 it's mad slow throughout day , normal @ night

torrent knowledge low appreciate or advice?
not have access router or since connected wirelessly.. there can do?
