there's not enough information make reasonable guess. i'd have handle him in person, talk tot current owner long list of questions health history, talk horse's vet similar list of questions, talk farrier yet list of questions, , talk trainer long list of performance , handling related questions. then, i'd consider riding it, washing him down hose , water, , loading , trailering him..., , if if checked out, i'd consider making offer.
