UPS Keeps Rescheduling Delivery Date?

paid money have package delivered next day, supposed yesterday. morning checked status , progress bar had gone down, , package had been taken different city. estimated delivery on monday. screwing me on , wasting money. don't think it's shipper's fault since shipped on time.
have idea why is, , should answers , possibly refund?
