Confusion about when to stop at stop sign during driving test?

took first driving test , failed. confused , when stop the stop sign, stop sign @ least 5 feet away curb, there no line , if stop @ sign not able see traffic because of bushes blocking way.

when took test stopped @ sign , waited 3 secs , started go curb until see traffic, driving instructor said did wrong? im confused...
thought if pass sign without stopping fail told me stop @ curb though passing sign
