Why is my Honda Civic Hybrid mpg so low?

got used honda civic hybrid 2008 ima. see on meter mpg somewhere between 33-35 mpg. low, bearing in mind hybrid car. there problem way drive? can make better? average civic hybrid 60mpg!(uk gallons)
p.s used , driven quite lot. tbh, drive without rough braking , accelaration.
