How do I file previous year tax returns when I owed?

hello. i've not been responsible person on last 4 years. (my life filled drugs , vile people...)

on last year - i've cleaned myself , gotten life together.

there's glaring worry have follows me though; , in wake of reading article steven baldwin not filing state taxes since 2008 , facing charges - worry has become fear.

have not paid state taxes last 4 years (i owed $150 each year)
and...
have not paid federal taxes in 2 years (i owed $50 each year)

need know best solution pay these. should go h&r block? there place online? myself? make $20k year, , use 1040 ez form; took me 5 minutes in previous years did it. need know penalties , such?

saw advice online said - "just call irs , they'll send forms need"... won't make them come after me? lol

also: idea how might owe based on #s posted? have $2000 saved , hoping cover + tax preparers fees (if use one).

have part time weekend job , in second year @ university. make £500 month. according pension funds, if pay 10% (£50) month, company double , money government means pay less £50. there different types of funds available, easiest being 'target fund' investment company moves money based on age. there index trackers , other equities/funds. can advise better long time investment.
