High idel on a Honda civic?

ok, when turn car on rpms jump right 1.5-1.9. stay there little while if have clutch way in. know fact before when when had clutch way in drop rpms down 0, should. after o lets ten minutes rpms drop .5. dont understand y of sudden happened. appriciated. talking guy , said thermostat....but im guesing there more 1 problem going on.

my 96 honda civic sohc has occasional high ideal @ no particular time, cold morning or hot day. thinking it's throttle plate getting stuck open, there thing else should check? thanks.
