What is the best way to level up a low level pokemon when you're far into the game?

give exp share, , go through elite 4 as can. when gets level , think can start training, (this part not must optional , worth it) go catch chansey until fin 1 lucky egg. might take while saying 5 or 1 % chance find (can't remember). give gyarados lucky egg , battle it. lucky egg item gives twice exp battle.

im on elite 4 , need water pokemon, going level gyarados he's level 20 , dont know way level him because have beaten gyms, , of trainers fight. and, playing pokemon pearl if helps.
