Why is 911 dispatchers to stupid?

called 911 yesterday 11/27/12 because went library , came home fast (within 10 or 15 min.)because car breaking down. came , notice door open, though left open because have gate no dog. go room , see cabinets open, keep walking , see kitchen thrown every were. , worst part guy still there. ran out front door , crossed street. neighbor heard me running,so told him happened can call police on 1 phone , me on another. told dispatcher , sent department of non-emergency. did know 911 isn't call police or ambulance or fire fighters, fire rescue only. thought 911 number short , easy remember. number normal number (10 digit number). , police came 20 min. later. robber left. , weird part 2 weeks ago neighbor got house robbed. think should if pay dispatchers taxes? way if want know police's area city of north miami florida (metro police).
