Does the mexican aduana xray bags?

i've landed @ 3 international airports in mexico. mexico city, cancun , merida. 3 x-ray every bag enter country every time have landed there.

have seen sniffer dogs , handlers either outside on tarmac or inside @ baggage carousel have not noticed dogs100% of time. guess see dogs 20% of time. dogs there if in areas wouldn't see can't say.

me in several international trips have taken it's 100% of time bags x-rayed , 20% of time sniff dogs.
