How do I discourage big birds and encourage smaller birds to feed?

when put out food birds, pigeons, magpies , starlings scoff lot, leaving thin pickings ****, robins , sparrows e.t.c. (and squirrels make sure share)

have feeders meant discourage bigger birds, don't flummox squirrels , starlings manage cling on.

have special cages on bird table , on ground, food in them remains uneaten until foxes dig out. little birds don't seem make use of facility, come , take last bits left bigger birds.

know of anyway of encouraging them make use of food in these cages?
