Y does my daughters skin have a fuzzy/buzzy feel when I touch it?

hello had when little ! lot of people have natural static charge , there documentary man light light bulbs own body etc thats strong case quite known condition , have make sure carefull around electrics theres several cases people have blown tv's etc because of there static , can wear off on age should take doctors have creams etc can stop ( 1 off carefull , reasearch ) x

my 2 year old picked phone while charging. when picked felt skin fuzzing no noise strange feeling. in plugged phone , stopped. normal
