Tax question on house buying / selling.?

wife , ex husband sold marital home few years ago. living me @ different address. amicably divided money left on after mortgage paid off, , solicitors bills, etc.
1) should wife have paid tax on half, wasn't living there when sold. (hadn't lived there 4 years, ex husband had lived there. (they had not @ point divorced.)
money received used buy property 'buy let'. various reasons (mainly financial) work needed livable condition never got finished. last year got broken , vandalised, , wife sold making substantial loss (about 75% of paid.)
2) had pay tax on got sale, have been offset against loss?
